Information for parents of prospective Foreign Fee Students
Birkenhead Primary School has agreed to observe and be bound by the Code of Practice for the Pastoral care of International Students, published by the Minister of Education. Copies of the Code are available on request from this institution or from the New Zealand Ministry of education or from the MOE website at www.minedu.govt.nz.
Please note that we can only enroll International Students under the following conditions:
Long term stay
We are only able to enrol students who are five years of age and younger than 11 years of age who are living with a parent or with a legal guardian ("Legal guardian" means the person:
(a) with the legal right and responsibility to provide for the care (including education and health) of an international student and appointed by a New Zealand or foreign court, or by testament; and (b) usually providing for the care of the student in the student's home country.
IMPORTANT
The school monitors the children’s family circumstances – through discussions with the children, and through communications with parents. If the school comes to believe that the child’s parent is not living with their child, then the school will investigate. If this is found to be correct, the school will inform the Ministry of Education and the Immigration Department and take action as advised.
All long term students require:
1. Student Visa
2. Student permit – endorsed for Birkenhead Primary School (application can be made on completion of enrolment and payment of tuition fees)
Short term groups
This means that the school organizes a short term study programme for two or more children, for no more than 3 months duration.
Tuition fees
For 2010, fees are $10,000 including G.S.T. for a full year, $2500 per term, GST inclusive.
For siblings, there is a 10% discount.
For students from our sister schools (Sinka Elementary, Kimpo Seo, and Jamdong Elementary), fees are $9000 including GST.
The Contract
When a contract has been signed, an initial payment of at least two term’s fees will be required. The first term’s fees are non-refundable. The school will invoice for subsequent terms.
Please note:
Gaining residency or work permit: If a Foreign Fee student wins residency or his/her parents win a work permit, and the child does not have to pay Foreign Fees, then the student does not have an automatic right to stay at the school, if they do not live in the school’s enrolment zone. A student can continue to study at the school if a place is available.
School donations are expected when a child ceases to be a Foreign Fee student.
Applications:
At the time of inquiry, we need to know :
That the International Student will be living in NZ with a parent or legal guardian. The school will expect proof of this.
The immigration status of the parents and the student – we need copies of parent and student passports.
The child’s birthdate.
The child’s level of English – None, beginner, or intermediate.
The intended length of stay at the school.
We will then check to see whether or not we have a place at that class level. If a place is available and the school’s criteria are met, the application can proceed.
We require the following:
Contact numbers and addresses for both of the child’s parents (including an email address for a parent not living in New Zealand), and, the name of an interpreter, if that might be required..
A student visa
That the child has a comprehensive NZ based Health insurance policy – the document needs to be in English.
An immunisation certificate.
Enrolment:
Parents need to complete the enrolment form for Intermnational Students, and then the “Green Form” – the enrolment form for a New Zealand School.
If all requirements are met, we will accept the student, and, on payment of two term’s fees, we will provide a letter offering a place at Birkenhead Primary School.
On receipt of this letter, an application can be made to Immigration for a student permit to study at Birkenhead Primary School.
Extra costs:
School uniform is not compulsory, but we encourage parents to purchase one, and we encourage the children to wear uniform on Fridays. Children must have uniform if they are representing the school. A school hat is available.
A hat (does not have to be a school hat) is compulsory in Terms One and Four..
School trips – could total approximately $50 for a full year..
School camp (for Year Six children) – approximately $120.00.
The School provides basic stationery.

Conditions of acceptance:
That the child respects the rights of others – does not hurt others, and does not damage school property.
That the child takes part in all curriculum activities.
That the child is accepted into the existing structure of the school.
That the parents accept the basic procedures of the school.
That the child does not automatically have a place at the school when he/she is no longer an International student, if he/she does not live in the school’s enrolment zone..
Refund conditions:
Refer to the refunds policy. The first term’s fees are not refundable.
English Language proficiency requirements:
The school sets no minimum standard. All children are considered.
Please note: The school offers the New Zealand Curriculum – all Curriculum areas are taught.
The school will provide instruction to the best of its ability, and will place the child appropriately within the organisation of the school. The school will offer one staff meeting each year to allow discussion of the needs of the International Students in the school – dealing with the food, dress, home routines of these children.
Orientation and Support
Upon arrival, students and their families will be shown around the school, and introduced to key members of staff. A buddy will be assigned to the new student for the first two weeks. The school has an agreement with a member of the Korean community, who is able to assist with translation in meetings between school and parents. A meeting will be held early in Term Two and Term Four. The school can call on Team Solutions for same language support and counselling.
Withdrawal
Should a student’s attendance become erratic or should a student be absent from school for 20 consecutive days, then he/she will be removed from the school roll, and Immigration service notified.
Termination Conditions
If a family or student give false information, then the student will be excluded.
Should the school decide that the student’s needs are not able to be met, then the student will be excluded and a refund given.
If a student’s behaviour is unsatisfactory, then the student will be excluded.
If the student’s only NZ based parent/legal guardian leaves NZ for any reason, the school must be informed before they leave, so that the school can consider whether or not the contract can continue..

Birkenhead Primary School makes it a condition of enrolment that International Students have New Zealand based comprehensive Health, Travel, and personal effects insurance.
ELIGIBILITY FOR HEALTH SERVICES: Most international students are not entitled to publicly funded health services while in New Zealand. If you receive medical treatment during your visit, you may be liable for the full costs of that treatment. Full details on entitlements to publicly-funded health services are available through the Ministry of Health, and can be viewed on their website at http://www.moh.govt.nz.
ACCIDENT INSURANCE: The Accident Compensation Corporation provides accident insurance for all New Zealand citizens, residents and temporary visitors to New Zealand, but you may still be liable for all other medical and related costs. Further information can be viewed on the ACC website at http://www.acc.co.nz.
MEDICAL AND TRAVEL INSURANCE: International students must have appropriate and current medical and travel insurance while studying in New Zealand.
Accommodation:
Please note: The school does not offer any accommodation, and does not organise it for parents.
